According to The Malaysian Reserve on June 14, Imperial Tobacco Canada (ITCAN) has once again warned Health Canada that the additives allowed in vape products contain dangerous ingredients, and the details of these ingredients are contained in the revised Tobacco and Electronic Cigarette Products Act (Flavours) Sections 2 and 3 of the Dispatch Order.

Eric Gagnon, the company’s vice president, said, “We have clearly expressed our concerns about the list of allowed additives in the proposal submitted to Health Canada and at the meeting, however, we are concerned that our warnings have not been taken seriously. To be frank, there is at least one substance on the list that is known to cause cancer.”

The company stressed that the list of allowed additives listed in Health Canada’s flavor ban proposal includes some substances that the company and its parent company British American Tobacco (BAT) do not use at all. It said that the Canadian government’s inclusion of ingredients that have been confirmed and classified as CMR substances in the list of permitted tobacco additives is tantamount to encouraging small manufacturers with limited access to scientific literature to use inherently unsafe substances in products designed to be inhaled into the lungs.

Gagnon pointed out, “One example is isophorone. This substance has been classified as a carcinogen and has acute toxicity by the European Union. It is also prohibited for use in human cosmetics under Canada’s food and drug regulations. However, if the proposed regulations are passed, it can be used in vape products. This list may turn vape products that have been confirmed to have a lower health risk into products that are very harmful to consumers.”

ITCAN recommends more research on the proposed ingredient list.

“We encourage Health Canada to reconsider the list and consult with experts to determine the best way forward. We are changing, and our main focus is to reduce the health impact of our business by introducing alternatives that have less impact on health. Health Canada should do the same. These regulations have not improved the health of the Canadian public.”
